Active registered lobbyists with the state or county ethics board or commission shall not make, or promise to make at a later time, any contributions or expenditures to or on behalf of an elected official, candidate, or candidate committee during any regular session or special session of the legislature, including any extension of any regular session or special session and any legislative recess days, holidays, and weekends, and for five calendar days before and after a session.

The 2026 regular session and five calendar day period before and after session runs from January 16, 2026 through May 13, 2026. (see, HRS §11-365)

Accomplishments

(1st Term)
Implemented new Information Technology (IT) to better serve residents and improve productivity in County operations, including:

  1. Free public Wi-fi at community centers across the island and on Kauaʻi buses
  2. Appointment queuing system implemented at the DMV to improve efficiencies and reduce wait times.
  3. DMV kiosks at Safeways, Princeville Foodland, and Ishihara Market
  4. Upgrades to Microsoft Mteams for virtual meeting and Office 365.

LOOKING FORWARD

(2nd Term)
Expand the adoption of IT to improve County operations and efficiency, including:

  1. Modernizing the Human Resources Management System (HRMS) to eliminate manual shift scheduling and paper timesheets
  2. Implementing a mobile app for the Kauaʻi bus
  3. Overhauling and updating the County Website to make it easier to navigate and more responsive to public interests.
  4. Expand and improve the Land Information Management System (LIMS); improving information available on-line including forms for Real Property Assessment, Planning, Parks, Transportation, Wastewater, Buildings and Engineering.
