Active registered lobbyists with the state or county ethics board or commission shall not make, or promise to make at a later time, any contributions or expenditures to or on behalf of an elected official, candidate, or candidate committee during any regular session or special session of the legislature, including any extension of any regular session or special session and any legislative recess days, holidays, and weekends, and for five calendar days before and after a session.

The 2026 regular session and five calendar day period before and after session runs from January 16, 2026 through May 13, 2026. (see, HRS §11-365)

Accomplishments

Recognized and adopted consideration of energy and environmental issues in the County’s daily business, including:

  1. Addressed Climate Change, Sea Level Rise, and Cultural Resource Protection in the award-winning West Kauaʻi Community Plan.
  2. Extended life of Kekaha Landfill by 3-to-5 years.
  3. Implemented a new policy banning government funds for purchase of disposable plastics.
  4. Executed a new ordinance restricting polystyrene foam food service containers.

LOOKING FORWARD

Indentify and promote long-term solutions and investments that are in harmony with our environment, the realities of sea-level rise, and climate change, including:

  1. Waste management technologies that minimize the need for landfills and emphasize waste conversion and recycling.
  2. Infrastructure expansions (e.g., waste water treatment).
